Unfortunately it is not possible to do this with the current cosmetic plugin, GadgetsMenu. When you unlock a cosmetic that you ALREADY have, you will be given free XP instead. This is how it is set up now. If you would like them to be sellable, make a feature request on the GadgetsMenu plugin.
